Actually, they have stated quite specifically that there WILL be a PTR.

There'll be a patch. If nothing else they'll want to test the specific build of the game, which is different than the build currently on the beta realms, which is this patch's content + the WotLK client as well. It may seem like a minor difference, but in software development, it can be huge.

Background patch downloading covers only the art, models, and new map areas. This probably means they're mostly done with WotLK artwork and models that will be visible in vanilla/TBC wow.
Mechanical changes to the game, such as talent trees or new spells, are done on the server and are much smaller patches to install.

IIRC, you have until you ding 71 to achieve that. Only the bear has been announced as being removed in 3.0.
