Level 70 Elite Tauren Chieftain are a permanent fixture of the Darkmoon Faire now, and you'll be able to enjoy them in Elwynn and Mulgore as well.
Update:
Unfortunately I learned recently that the previous information was incorrect, and the L70ETC tour is not exclusive to the Darkmoon Faire stage every time it appears. While they are busy with local events and other engagements there may be times when they will offer a free performance at the faire, but they are not in fact, a permanent addition.
