Will Arena requirements be bumped up to lvl 80 when WotLK is released or will it say at 70?

I hope to god points don't carry over. It would be stupid if they did, you could max out your points this season and just purchase things from the get-go once you hit 80.

This is extremely disappointing, to say the least.
Please reconsider just letting anyone 71+ queue for the level 80 Arena. Yes, those of us not yet 80 will be at a disadvantage compared to people that have the time to rush to 80, but level differences mean much less in PvP than elsewhere.
The problem you're setting up is this: Arena is the one competitive area in WoW that isn't merely a function of "putting in the hours;" whether you have time to play only 10 or 200 Arena games a week, what is important is how many more you win than lose.
Your current plan throws this idea out the window. People with nothing to do but play video games all day are going to rush straight to 80 in the first week, and be queuing for Arenas months before the bulk of the rest of us even hit 80. They'll be a couple pieces of armor up on people that play a reasonable amount for no other reason other than you deciding to only let us skirmish 71-79.
That's utterly against the spirit of the Arena system.

Is this pathetic excuse of an e-sport going to be the focus of the entire game in the expansion like it was for TBC?

That would address my concern, but would also leave a lot of PvPers without anything to do at 80. I don't begrudge them their playtime; I just want to get to compete without having to play PvE like a job before I can start. If the leveling curve is similar to TBC, that's 50-75 hours of playtime per character. For a person like me that doesn't have a lot of playtime, that's 2-3 months of doing nothing in WoW but leveling.
