Although the Dark Portal has a level restriction we don't have any policy or problem with players under level 58 being summoned to Outland. The level restriction on the portal was mainly to prevent a launch day rush where a bunch of lower level players may just want to look around.

Getting to Outland pre-58 is not an exploit. It is a well-known and well-discussed game mechanic that is fully allowed. (It happens through regular summoning, in case you were wondering.)

great, when will the restriction be removed then? pretty sure we're safe from another launch day suddenly occurring.

Anyways, I simply had a Mage buddy give me a Portal to Shattrath so I could set my hearth there. Having your hearth essentially set to all three major cities at the same time makes leveling much faster. :)

And I know a lvl 56 can go into ramparts.
we power lvl'd some of our low lvl guys in there so they would get a head start on rep.
I will accept that it's faster for you to be rezzed by me after I corpse run if you accept that it's more mana efficient for me to simply rez you after every pull.

Yes.
Shattrath is the last place you'll EVER need to set your hearth.

Yeah I did that today. I got portals from my friendly neighborhood mage for all my alts. Now they are all happily hearthed in Shattrath, so now when I need something I don't have to send my main to Orgrimmar and burn my hearthstone coming back.

Low levels wanting to set their hearth to Shattrath without having to bug a mage or warlock to get there, and characters like my level 50 shaman who have hit 300 on a tradeskill, and could go get master training, but the appropriate trainer is in Outland.
