It was indeed changed to the top .5% of teams in each battlegroup; however the change was actually made prior to the start of the arena season. I'm not sure if that would be considered recent or not, but in any case that's how it works now.

Now answer this question, what justifies the top 1/2 % of the battlegroup? Each week more and more teams are joining. Does this # of top 1/2% keep going up with the added teams?
