Does the chest you enchanted it with already have a passive 6 mp5 on it?
If so, there is a bug you should look at on the fourms. Shouldn't be hard to find.

As mentioned in another thread around here, there are several areas where this is occurring and have seen implemented resolutions for various 'mana per 5' bonuses. These changes don't appear to be making it into 2.0.10, but will come in a future patch.
Specifically, there is this one:
The mana regen effect from 'Enchant Chest - Restore Mana Prime' does not stack with various items that also grant 6 mana per 5.
Some of the specific bonuses are not stacking, such as +6/5 secs not stacking with other +6/5 secs.

Mark my words, it will be like the conclusion of our Review; promised and reneged.
This is critical enough to require a hotfix, not some mythical fix in some mythical future patch.
Except that this is a problem effecting all mana-using classes, meaning everyone but warriors and rogues. I suspect it will be fixed soonish - though I agree that a hotfix is really in order.

Let's play the "what if" game?
If the Patch is next Tuesday, he tells us it won't be fixed by then. That means the earliest it "might" be fixed is the following Patch. Will that be the following week? In all likelihood, no, it won't.
Thus we can conclude that this is insignificant enough to let lie for 19 days, at minimum.

I just do not think even Blizzard is clueless enough to believe that a bug effecting all mana using classes, especially Warlocks and Mages, could go very long without being fixed (I could be wrong of course!). If it were a bug just effecting shaman I would agree with you, and would not have even expected a blue post, let alone a fix.
