We're making many improvements to the Looking For Group tool, most of which are still in production and can't yet be discussed. Player suggestions and feedback are playing a large part in the changes we're making and we want to emphasize that we are indeed making improvements.
The change we can talk about right now is indeed the return of the looking for group channel in the next major content patch. With it comes a rather significant requirement, and that is that you will have to be in the LFG system set to looking for a group or looking for more to see and use the channel. The global LFG channel will only be viewable and available for use to players while they are in the LFG system.
We hope to see the combination of the LFG tool coupled with the ease of use of a global channel help to improve the LFG tool and players use of the tool. Again we're making other improvements based on feedback and suggestions which we'll be able to discuss in the near future.

Just spam Trade or do /join lookingforgroup
100's of people on my server are in that channel.
I used the LFG Tool to find groups for 3 elite quests and never found a group. This was over the course of 2 10 hour days while I was at work. Not a single person (let alone a full group) was using the tool to do those quests.
The 3rd day I while also having the LFG tool searching for a group I posted 1 message in General chat and one message in our "fake" lookingforgroup channel and within a few minutes I had a group for 2 of the 3 quests.

I was a fan of /LFG channel, however I can understand that it was probably a nightmare to moderate.
What is going to stop people from just saying the are looking for a group for, say, Deadmines, or Black Temple, and just sit in the channel?

Well I hope your plan on making it only for LFG messages. i.e. The tool spams the channel, the player don't do it directly. That would cut down on the flak and make it that much easier to get a group. I never used the LFG channel due to the large amount of chatter, noise, and swearing.
