SUMMARY FOR ANYONE THAT DOESN'T FEEL LIKE READING THE WHOLE THREAD:

http://www.nyc.gov/html/doitt/html/consumer/consumer_cable_service_form.shtml is great for people in NYC but doesn't help the rest of the East Coast people that are having problems.
Everyone here is extremely frustrated because we want to play but can't get a connection to do so. Blizzard does what they can to help but the problem is the path to the servers not the servers themselves so we are sent to TWC. I'm sure everyone that has called has been asked to check thier connection, their router, their modem and their underwear color. The "techs" are outsourced and don't listen or don't understand English very well. How many of you have told the "tech" that you have tried their suggestions 100 times only to have them send you to http://speedtest.nyc.rr.com/ and say "See .. no problem with your connection"?
I as well as the many people here know damn well the problem isn't our hardware or or connection to the TWC bandwidth test server it's the degradation of the service when it gets out West but TWC doesn't seem to get that through thier collctive heads. We can get an any number of other WoW servers with great playability or we know someone close by that is having the same problem. Not everyone on the East Coast using TWC has a piece of crap computer and failing hardware.
So thats our problem in a nutshell.. no matter how many tracerts we send or how many calls we make to TWC it remains the same.
At this point I would think that if Blizzard would like us to keep playing rather than lose us perhaps they will show some compassion and transfer us to a server that we can actually play on even though I understand it isn't their fault. It would be a great way to keep the daily increasing number of people that are talking of leaving from doing so. After all... will you really buy WotLK if you can't even play the game you have now?

So wait...I'm a bit confused.

It seems like most people are encountering a problem in the hop from a Level3 server to an ATT server - people's latency goes from around 20ms to 150+ms in the hop from the last Level3 server to the first ATT server. Who is responsible for that hop, Blizzard's ISP (ATT) or our ISP (Time Warner, which I assume is the one using Level3)? Because that hop seems to be the place where all the trouble starts.

I don't have a land line in my house, and evidently a "dry" DSL connection without a phone line is not available in my area. So I have NO other options for a high-speed internet connection. It's very frustrating - I will probably have to stop raiding altogether until this problem clears up, if it ever does.

I am an officer in a guild with over 1000 people on Proudmoore. Our main 25-man raid just downed Illidan. Rerolling on a different server is NOT an option for me. I am sure there are many others in similar situations.

Definetelly not an option. Been playing in the same server since release without trouble, if I have had this problem when I started playing I would have switched... too late for that.

I wasn't being serious about everyone rerolling, I love my guild on nathrezim and being with them is the main reason I play this game. But in the meantime, I absolutely cannot play on my current server because of this ffjkdlsj; bullfjdkslaf;j.

BTW, it seems that the New York Post ran an article over the weekend about this issue. This link was found and posted by Reticence <Dantes Children>

I've also got TWC in queens NY and a tracert is showing the same problem when it hits the ATT server. All day my latency is under 150 and at about 8:30 eastern it starts climbing. In over a year and a half living here I've never had a latency issue untill last month so there must be a a way to fix this. raiding with 800-1200 latency is unbearable. When I called TWC about it the lvl 3 tech i spoke to actually asked me if I played WOW and then told me that they are aware of the problem and that their managers were looking into it. Hopefully this is a positive sign.

I'm in Queens too, been having the same problems. I called TWC a few weeks ago and a lvl3 tech told me that they were aware of the problem and working on it. Last week I talked to a lvl1 tech at TWC who said that there was a server in our area that had been having problems, but that the situation has been resolved. Obviously not. Rather than go through their tech support chain again i've ordered Verizon DSL Power Plan. It's supposed to be 3k/786. Baring abnormal difficulties in the install, it should be up and running next Monday or Tuesday. I'll report back on the results.

Just to update, in case anyone cares. I got setup on Verizon DSL today. I've been running 110 -140 latency pretty much all night. I saw it pop over 200 once for a couple minutes. Even with the playable latency i ran a tracert and noticed that the ping is still popping up when it hits the att servers. Of course, now that i switched, i'm sure TWX will fix the problem tomorrow.

Dont wanna annoy them with constant phone calls now that they are admitting to a known issue and is working on it atm. Dont want to piss them off even more now, they might not want to fix it for a couple more days.

I've experienced the lag/disconnect on occasion. During the same time period, I also notice that browsing the web to sites I haven't visited in a while gets me redirected to the rr.com "sorry, we don't know the domain you were looking for" page (it's happened for slashdot, digg, sluggy freelance, and others). Retrying a few seconds later typically gets me where I want, and I'm only disconnected *sometimes*.

I've just switched my home router to OpenDNS, I guess we'll see if it makes a difference.

Blizzard is a large company who buys large amounts of bandwidth from AT&T. My guess is that either were being throttled or packet shaped. We could also have a bad server in that route that could be Level 3's or at&t's. It would be nice of Blizzard to somewhat pressure or ask there network providers to look into the servers and ips that are causing people so many problems. Hey if Road RUnner is really blocking some connections to blizzards server please tell us at least we know where to go, and cause negative pr for Time Warner.

I sent an email to TWC tech support yesterday that included my trace, and they miraculously referred me to a higher level of tech support rather than endlessly telling me to power cycle my modem and router. I will try calling them tonight after work, and will most likely get the same message that they are looking into it. At least they will know that one more pissed off customer is having this problem.

ALSO, Diabolist, you absolutely SHOULD call TWC even though they are already aware of the problem and working on it. They need to know that this is an issue affecting MANY customers, not just a few.

I filled out the complaint form at http://www.nyc.gov/html/doitt/html/consumer/consumer_cable_service_form.shtml. The city got back to me within a couple of days, and set up a TWC foreman technician visit for me on Saturday. I'm pretty sure he won't be able to help the situation, but having higher-level attention to the problem is always a plus. I'll let you know how it turns out.

I also filled out a complaint form. I did it yesterday actually, and got a phone call today. They finally acknowledged the problem and ask for a trace route so they can see what they can do. Guess our !%@#%ing for a month finally worked?

Having the same issue as everyone else. Last night 8/11/08 we were running over 400ms during peak time. I am on Timer Warner in Texas and have several friends/guild mates on TWC across the state and we consistently show about the same latency at any given time. I've been playing since 02/06 and created my first character on Runetotem since it was the server that was recommended on my first login. Everything was fine (running 80-120ms most times) until around April of this year. The days of 80ms are long gone and the worst nights seem to be Mondays (I guess with all the last minute arena going on). Off peak I seem to be running 150-250 and 250-400+ during peak hours.

I have been testing with an alt on a Dallas data center server and the latency there is much lower.
50-100 off peak and 70-130 during peak hours.

The only option I see are:
1. Beating my head against a wall talking to TWC tech support.
2. Leaving TWC. Which I cannot find and alternative for since there is no DSL in my area. One of my friends is ordering DSL today and leaving TWC (lucky guy).
3. Transferring to a Dallas datacenter server. This will not happen due to cost involed. By the time I pay $25 a character to transfer my characters and my wife's characters I would need to sell a kidney to pay for it (I would like to keep my kidneys). Not to mention me or my wife don't want to leave behind all the great people we have met on Runetotem.
4. Re-roll on another server. (Will do option 1 first and as said in option 3 don't want to leave our friends behind). This would most likely turn into a quit wow option.

In any case I recognize that this is most likely a TWC issue and there is not much blizzard can do about it except for one thing. Maybe offer lower cost transfers or bulk transfers for TWC customers that are moving from the LA data center to a different data center? Just a thought.
