I don't remember the normal group loot rules being suspended in Ramparts. We all clicked "Need" for green items and passed on blues and discussed who wanted what. PUGs are teh good.

The last encounter in ramparts drops a chest, not items you can roll on.

I think the OP meant the Chest Spawning after you kill the dragon.
Most realm forums enjoy being spammed with threads about ninja looters, perhaps you should take note of them and not group. If this is their first instance of ninja-looting, be the one to make the post, take note, and don't group.
It's not like you're pugging the ramparts on Heroic. Anything you get will either (a) be easily obtainable again, or (b) be upgraded in a matter of hours.
i understand how difficult it was to account for wipes and loot resets on the last encounter but come-on?
Giving fast clicking ninja looters a free ride in ramparts was a bad call.
Especially considering that it's the first instance in the zone.
Did you actually run the ramparts wing of Hellfire Citadel and become victimized by a ninja looter upon reaching the end? Or are you just speculating and simply becoming frustrated at the possibilities of "what-if'ness"...?
