Should the OP be updated to reflect the fact that we are in beta now?
What happens if 10 characters on accounts that have not purchased WotLK do a ZA run? Those characters would still be capped at level 70.

From the wording, and the way Blizz has done it in the past, it looks to me like the loot table from the 4th chest will change when WotLK is actually released, not when 3.0 goes live.
