do you get penalized starting tomorrow even if you try to make a new team, and you try to get 3 more people on your team (like the original singers on their ccomp chars.. for example), with games at 0-0?

yes, I tried to make light of this prior to today that they should make people aware to get their rosters set prior to today

Basically anyone who plans on having more than 3 members on their roster (the max amount who can sign charter) every member after that will be a 150 point penalty. So people with 6 members who didn't get their team created/roster filled before today will be starting at 1050 rating.
Hopefully queues for these teams will still pop normally. Sucks for the 1500 teams they will be taking 32 points from.
With phase 2 beginning today, records have been reset and there is a penalty for adding players to a team. The practice phase has ended and now the fighting matters. You can still create a new team, you'll just have to earn the point penalties back, so good luck in your matches if that's the case!
When phase 3 begins the teams will be locked and no changes allowed.
