I am for this suggestion. As far as the people who think that "it is too out there" for changing hair color ... you get that mount from where? You get from town to town on some flying beast ... and that isn't out there? You die, and magically come back to life over and over ... and that isn't out there?
But somehow changing hair color is just too strange ... hmmm, pass the airplane glue please.

And a way to assign a variable price. You could assign each facial style and hair style a value, like the longest at 10 and bald at 0, and then base the price on the difference in value between the characters current hair style and their prospective hairstyle.

SIGNED. I made my Warrior when I had graphics toned down, now that I have a good computer, I can actually see what I look like. AND GOD DAMN I'M OOGLY. Goblin/Gnome hair dressers would rock hard.

Making hairdressing/cutting/styling as a profession has been brought up time and again, though not having played Star Wars Galaxies, I can't really envision this working with World of Warcraft's profession system, since the objective is to be able to choose your character's appearance. However, I won't claim it can't be done, so if anyone wants to give me some insight as to how it worked in SWG, and perhaps how it might work here, Blizzard might get the hint.
The cost for this little feature has been brought up, and several suggestions have been made in that regard:
Incremental costs like resetting talent points. Flat fee for each change. Increasing cost for more complex changes (i.e. more for regrowing a beard than removing it, additional cost for hair streaking than just dying). Have a cooldown (say, an hour, a day, a week, etc.) between each change.
Some concerns over this include:
Allowing players to change their appearance will cause issues on RP servers. Additional lag from players altering their appearance over and over. Changing your face and/or skin tone seems too "out there" for some.
The response to this is simple: there are already several methods of changing your appearance. Whether by the deviate fish, noggenfogger elixir, orb of deception, Halloween wands, the Christmas gnome machine (what the hell was that about?) the snowman kit, the item you win from the STV fishing contest (I want that thing, by the way) there are so many ways of altering yourself, this should be no different. The only difference is these changes would be permanent (unless changed again). For RP servers, it actually provides additional RP incentives. A character can begin his adventuring career with dark hair, and a smily expression, and eventually become a wizened old hero with gray hair (or bald) and a tanned appearance from too much time spent in Tanaris.
The lag, if any, would be minimal. Primarily, this topic is about adding the ability to alter your appearance using the hair colors, styles, skin tones and faces already in the game. This causes no more lag than taking off or putting on a piece of armor. If Blizzard were to add more, or create a more robust customization system (scaling hair colors, additional styles, etc.) that would just be icing on the cake. Those concerned about the lag new hair styles, faces and possibly tattoos would bring should consider this: there will always be new content. Always. Blizzard is pushing out new dungeons, items, and ways to get yourself killed all the time. This, by comparison, would actually cause far LESS lag than the addition of all the items from AQ and Naxx.
Now, changing your face and/or skin tone has been a sticking point for some. I realize it would be a rather drastic change, but consider that, while the hair style/color you originally picked looked good with your face, the new one might not. Some people have even picked a face that didn't agree with them when they hit 60 (what's with the scary-looking female gnome, anyway?) However, in the end, the final decision is up to Blizzard. If they implement this idea and leave out the face and skin changing options, so be it.
If I've forgotten anything or you think there's something that should be added, feel free to suggest it. And no, I'm still not open to breast implants.
