This is a guide to help new paladins level up fast and efficient, feel free to leave comments on what I should change or add to this guide, I'm all for constructive criticism.
Leveling 1-10 is very easy, especially with the 2.3 changes, simply keep up Blessing of Might and judge Seal of Righteousness whenever judgement is not on cooldown, I do not reccomend judging Seal of the Crusader. Once you hit 10 you are able to spend talent points into three different trees, Holy, Protection and Retribution. At lower levels Retribution is easily the best Talent choice for leveling. The stats you want for Retribution are Hit rating, Strength, Crit rating, Agility, intel and spell damage in that order, though at lower levels hit rating is less needed and is hard to come by anyway, at higher levels when hit rating is easier to get you only want 5% hit at most, any more than that and you would be better off getting strength or some other dps stats. Here are the talents (in order) you should get for Retribution levels 1-40. Keep in mind every 2 levels new spells will be available for you to learn from your class trainer, which can be found at every major city and some towns, it's every 1 level 61-70.

10-14 - 5/5 Improved Blessing of Might
15-16 - 2/2 improved judgement
17-19 - 3/5 Benediction (The reason you shouldn't get this levels 10-14 is because mana regenerates pretty fast at lower levels so it's not really needed)
20 - 1/1 Seal of command
21-23 - 3/3 Pursuit of Justice (The extra 15% running speed and mount speed will make a huge difference in your leveling speed)
24-28 - 5/5Conviction
29-30 - 5/5 Benediction (At higher levels more mana efficieny doesn't hurt)
31-33 - 3/3 Two-handed weapon specialization
34 - 1/1 Sanctity aura
35-39 - 5/5 Vengeance
40 - 1/1 Repentance
While leveling 1-40 use ret aura(until Sanctity Aura) with Blessing of Might and Seal of Righteousness(until Seal of Command), judge every time for max dmg, if you are in need of more mana efficiency, then only judge while the target is stunned.
Among a few new spells at level 40 will be a warhorse mount for only 1g! Most classes have to pay a riding instructor for a mount which costs 90g for training and 9g for the mount itself. You will also gain the ability to equip plate. Before you respec to Protection you're going to want a shield and a one hand weapon, try and get something with stam/intel/agility or if you can find one (im not sure if they have that kind of itemization with the new 2.3 lowbie gear) get a shield and 1h with stam/block/parry/dodge/defense/spell dmg. If you can afford it buy some plate with the stats listed above, although it's not needed right away, you might want to save your money and look for plate from quest rewards and dungeon drops. But you must have a shield and 1h before you respec, if you can afford it I reccomend getting a blacksmith to attach mithril spikes to your shield.
Most of the time while grinding as Protection you should be rounding up mobs 4-6 at a time and use ret aura, righteous fury, blessing of sanctuary, judgement of light and seal of light, while using holy shield and consecration(if you can spare the mana)whenever its up. Reckoning and Redoubt procs will make the most out of seal of light, Holy Shield and Blessing of Sanctuary. Try and avoid casters, and if you come across one do not attempt to AOE grinding them. Keep a 2h for when you're up against 1 mob at a time and use Seal of Righteousness instead of Seal of Light. Prot AOE grinding isn't as great in outlands as it is in azeroth in my opinion, so i would respec to Retribution at lvl 58, or go holy and heal in instances for the majority of your experience, Protection is still viable to level with in outlands if you'd like, but i personally prefered Retribution at this point.
Heres the talents you should get when you respec at lvl 40 and the talent points you should spent 41-58
At this point you should respec back to Retribution. But this time you shouldn't have to get new gear, for one you should have a 2h if you took my advice about when you come up against a single mob and for body armor you should be able to get plenty from quest rewards in outlands. After respeccing you should head to blasted lands and go through the dark portal, which will bring you to Outlands.
Here is the spec you should go for Retribution from level 58-70 -

63-67 - 5/5 Redoubt(It's nice for offtanking but the real reason this is included is for the precision talent in Protection which is very useful, especially for the spell hit which is impossible to get on ret gear)
68-70 - 3/3 Precision(Protection tree)

Imp blessing of might you could do without because it doesnt really give that much of a bonus to AP, but understandable to get it because of the faster mana regen at lower levels.

I love you, but I have one question. What statistics should I be working on? +Strength and +Stamina? I was very ashamed last night when I realized that a frikkin' warlock had more hp than me.
