They should address that issue as needed, not create more underpopulated realms.
West Coast PVE Servers are overpopulated, hence the creation of a new West Coast PVE Server...to level load the West Coast. 600 qeues are not fun.

I believe you're taking the population tags too literally, there are no PvE realms that could be considered medium population. That is, of being anywhere near "half-full". All current PvE realms are at 85%+ capacity.
The low/medium/high tags are relative to the populations on other realms in that battlegroup.

I was on an East Coast server before. 3 hours ahead of time puts raiding as a no go. No thank you. I don't want to xfer to you medium pop east coast PVP server.
