For there to be even a noticeable effect on spell cast times, the player would be required to give up tons of Stam/Res gear. This won't effect PVP at all currently. IF they begin to add Haste to PVP gear, then it will.

Q u o t e: Although not terribly relevant to your discussion I thought I'd jump in and let you know about some Spell Haste changes in the upcoming patch.
In 2.4, Spell Haste will reduce the global cool down on spells, down to a minimum of 1 second. It won't apply to melee and ranged abilities though however.
The effect on the GCD has yet to be divulged though... they just said that it will affect it.
For all we know, the amount of Spell Haste required to reduce the GCD by 1% could be the same as the haste needed for 1% cast reduction... 15.7 Spell Haste Rating.
If that's so... then to get 1.5 Seconds down to 1.0... you need 50%... 785 Haste. Course... there's no where near that much haste available for anyone... so it's affect will probably be stronger than that.. <_<

I just noticed there's another minor thing they could do with this that would aid Shaman... or Hybrid Melee/Spell casters in a sense...
...what if ANY Haste (not just Spell) rating could be used to up the GCD affect on your spells?
For a Shaman, this means that no matter their spec, and because it'd only affect their spell GCD... they'd get to drop totems faster, and possibly let them hit their shocks and purge possibly... IDK.
For a Hunter, it'd make dropping a trap (which is nice given that they have a 2 sec arm time anyway), Mend Pet, and Aspect swapping faster. They said it won't affect ranged abilities (i.e. any Hunter skill with "Shot" or "Sting" in the name) so this would be a small, but useful defensive-ish buff here.

PLEASE make it also give a debuff that makes you unable to stealth for the duration. I figured a big part of the reason for the DOT was to keep a stealther from picking it up in order to keep the opposition from using it to find them.
If that's so... then to get 1.5 Seconds down to 1.0... you need 33%... or 518.1 Haste. Course... there's no where near that much haste available for anyone... so it's affect will probably be stronger than that.. <_<
The max possible Spell Haste currently is 372. That max is obtainable by any caster who isn't forced into using cloth.... but requires you to wear a lot of it anyway. The reason is because there's gloves with haste that aren't available in cloth form, and legs/boots that are only available in cloth form. Also, you'd have to use a dagger + offhand to max spell haste there.
