No. Generally we try to put them up in their entirety at the same time. This helps signal that the test realm is available and gives everyone information on what they should be watching for and testing within the test realm.

Alot of people know that however what most people outside of Blizz don't know is the ETA on the 2.4 Patch notes and the PTR, Can you please give us any info on that?

Given how what they have shared has gone over I'm thinking they'll wait before saying anything else.
Though I am confused about what's taking them so long. They've said the class changes aren't really anything (and folks are unhappy about that). There are a handful of PvP changes they've announced ..maybe polishing up that Sunwell thing is whats taking the time?
Honestly since they said the class changes are going to be pretty "eh" I'm not really caring when or if they get it out. The AV and DR change might be good - if the AV change causes alliance to quit the qq and queue.

They release stuff to the PTR when it's in the final pre-release state. That is, they've already done internal bug and balance testing. Basically they could go ahead and release the patch, but they want the community to test it for additional feedback.

Blizzard is the oddest company ever.
Because people will QQ and **!%@ at the CM's for inaccurate information if anything needs to be changed before they are ready to put the patch on the PTR. We've made them this way,

That depends on exactly how changes can be made to what has been done. Certain things can be changed easily, other things when changed effect other things and change them inadvertantly. We have seen evidence of this on past test realms.
Blizzard being more cautious than before isn't a bad thing, folks.

Its quite simple I think, anticipation makes the value go higher. With so many people eagerly looking forward to the notes, the PTR, Blizzard is milking that further perhaps..
I can't give an eta because it's all dependent on where internal testing and QA feel the patch is. There is plenty of content in the patch and we'd like to make sure we're making a patch that is as stable as possible for accurate testing.
I can't ballpark it either just in case we don't make the ballpark. While there are many people that don't mind when we miss a mark, there are others that will try to hold us to it. We would rather err on the side of caution and put it up when it's ready and then let everyone know it's available right then and there.
It is well on it's way, however, and I'm looking forward to experiencing the Sunwell Isle.
