Meta = 90.75 (based on [Insightful Earthstorm Diamond] proc equalling 17.5 mp5)
Note: These values will cause Lootrank to choose Royal Nightseyes over Teardrop Living Rubies.

The rankings assume you have no spell haste at the moment. The rankings include the gems show with the improved stats shown in parenthesis.
The rankings do not include set bonuses. However, I do show what the ranking would be if they were included. The value of the set bonuses is divided by the number of pieces needed to get the bonus. So if you got +40 healing with four pieces, the value of that bonus is +10 healing per piece. And yes, Tier 6 is just plain Godly. The value of the set bonuses I took from Binkenstein's Shamstats -- which I highly recommend downloading. The ratings for Intellect, Stamina, etc given above are my own.

HEALING GEMS
Teardrop Living Ruby > Royal Nightseye > Luminous Noble Topaz
If you are still working toward buying your epic flying mounts or rapidly upgrading gear, there's nothing wrong with using green-quality gems. However, it is worth spending the money to get a meta gem if you have a helm with that socket. Once you have your epic mount or gear that won't be upgraded soon, invest in blue-quality gems.
For enchants, always enchant your chest with Restore Mana Prime. It's a cheap enchant, costing only 2 lesser greater planar essences and 2 arcane dust. Another cheap enchant is Vitality for boots.

Insightful Earthstorm (Skyhoof recommends)
+12 int and 2% chance to restore 300 mana on spellcast.
There is evidence that the gem might have up to a 5% chance to proc. In actual raids, it often returns 15 to 20 mp5.
Mystical Skyfire: 5% chance on spell cast -- next spell cast in half the time.
