EVERY day at this time most of the low pop servers will go up to medium if you did a census 2 hours earlier when it was at low still, it would only be about 100 people lower then it is now.

This definitively proves that there is a point at which a server is listed as medium according to activity.

The realm population designations always have been relative to player population on other realms on that same site (battlegroup).

The only exceptions being the full and recommended tags which are placed there.
