Level 70 will likely be attainable by non-expansion users. Also, I'm willing to bet jewel-crafting will be avaliable as well, as long as you don't have to train it in Outland. Remeber, Blizzard has stated more than once that there will be many aspects of the game that will be avaliable to those that opt to not purchase Burning Crusade.

How the hell are a bunch of level 60's supposed to clear Molten Core when the cap is lowered to 25-man?

that would be funny as hell if blizz let players level to 70 without giving them access to the outlands... they'd have to grind the whole thing on green mobs :D

The cap for 40 man raids isn't going to be changed. Just the new raids will be capped at 25.]

This does not prove anything, except that Blizzard employees are often guilty of providing conflicting info. Until the expansion is released, nothing is certain. It is unlikely Blizzard will hard code the level cap post expansion. It would make patches for expansion purchasers and non-buyers problematic, I imagine. I do not see Blizzard putting out 2 patches every time.

It is far more likely that the cap is lifted for EVERYONE, but without new content and the higher level mobs in Outland, players will not encounter anything past level 63, and so gaining enough experience to progress past level 65-66 without the expansion will be tremendously difficult, perhaps impossible.

Why would they need 2 different patches if the level caps were different?

Actually, Blizzard said that they are going to put out 2 patches every update- one for peopple with the expansion, and one for people without it, if that makes any difference.

Unfortunately, I don't have a link to the information :P

I do not agree. I think "You will need the Burning Crusade expansion installed in order to level from 60 to 70. Tseric has already corrected his statement and removed the erroneous information. We're sorry for the confusion" is a fairly clear and straight forward statement and it is a stance they have maintained until this recent article went out.

As for patching, if you do not have the expansion you will still be downloading patches with expansion fixes, those fixes just wont apply to you. You already download patches with fixes to high level dungeons you may never enter especially if you are not attuned for those dungeons. Consider having an expansion cd-key "attunement" and you then have the same circumstances as current patches.

Believing that you will be able to level to 70 without the expansion is just foolish optimisim. It is far more likely that the cap will ONLY BE FOR EXPANSION BUYERS, since the ability to level to 70 is being advertised as one of the major features of the purchased product. Really, you are dealing with a company that is in the business of making money, why would you expect them to give you something for free.

Accordign to blue, you can gain XP without the xpack, but it'll be impractical to actually level much past the mid-60s on the content already in the game. (Which suggests they're changing the XP system so that you won't gain XP from level 63 mobs at level 69.)

No. They have not said that. They said you can level to 70 without leaving Azeroth. They have never said you could level to 70 without the expansion. This article is the first time it has ever been mentioned. In the past, the CMs have been very adamant about leveling to 70 requiring the expansion.

Netherwind crown is the ugliest thing on these forums.

Could you possibly clarify that a bit more? Is it just impossible to go all the way to 70 because of a lack of exp-giving mobs, or will non-expansion players be unable to level past 60 at all?
