No, it wasn't removed, it just hasn't made the patch notes yet. Just another one of the issues when releasing the PTR notes before the PTR is actually up. *grumble*
The patch notes are being updated constantly, you'll actually notice some missing stuff from the PTR build that was released and the web notes. 2.3 will be up on the PTR for quite some time. Several classes are likely to get more changes before 2.3 goes live, it's just a question of which changes (ie: we're still considering the mortal strike effect for aimed shot for hunters, among other possibilities).

Yeah, remember the Voice Chat patch? I swear that thing was up for 2 months. I'm not complaining yet since I have yet to do some hunter arena.
