I've heard from different sources that if the rules of a Gold DKP system are posted before a raid and the raid leader ninja's the gold pot a GM can intervene and restore the gold to the raid. Is that true?

In the case when a deal is agreed on clearly to all parties and then reneged on by one party, Blizzard may intervene. It's worth putting in a ticket for.

If after an investigation a GM determines the event violates their scam policy, it is possible. See -
Each situation is unique and requires a GM to investigate the facts of the incident. Not all outcomes may be the same since not all situations are identical.

It has been suggested that you confirm the loot rules in raid chat with the raid leader at the start of the raid and then again before each boss. This way its a lot easier to see if the master looter was scamming you by defrauding you out of your time and effort and loot. Ninja looting isn't against the rules, but scamming is, and if you set it up the right way its possible to have a GM intervene.

make sure loot rules are clearly stated in raid chat, not over vent at the start of the raid and SS the rules. If the ML then ninjas something he is in violation of the scamming policy and can have action taken against his account upto a permanent ban.
If all else fails, read the STICKIES!!! What do you do with a drunken sailor???

Just to clarify this post, they MAY be in violation of the scamming policy in this situation. It's up to a Blizzard GM to decide.
Ninja looting is not punished. They will not step in. However, there are certain ways where you can ensure the a ninja loot will run afoul of the scamming policy. That is where the punishment could be valid.
Open a ticket. All they can say is no. Or likely, "We will investigate."

The Game Master staff does not frequently intervene in looting disputes; however, we may provide assistance if a player blatantly attempts to scam others by promising a loot method that is not upheld. Accordingly, I encourage you to speak with raid leaders and master looters before participating in a raid; if they choose a looting method counter to your desires, please respectfully decline the invitation to join their raid. If the looting method is not upheld, open an in-game petition so that our Game Master staff may review the issue further and take appropriate action in accordance with our policies.

And make sure any such discussion happens in-game - if someone makes you join a ventrilo server for a raid and describes loot rules there, then there is no evidence of a scam.
