BiS determinations are reactive. They are determined by the players based on what you have done with the encounters.
Stamina reigns supreme because there is no point of dodging something if you cannot survive should "it" actually land.
Stamina reigns supreme because "Raidiance" factors.
Stamina reigns supreme because bosses are continually blessed with specials that can be neither dodged or parried.
Stamina reigns supreme because you have ensured its place in a gemslot; as gem derterminations are based on what you have done with encounters, as seen and experienced by the player base.
It wouldn't matter if they did put some sort of DR on stamina.
We'd still stack it until we had enough EH to survive whatever is hitting on us, then look at avoidance and other secondary stats. The only reason we don't do that now is because we're always gearing for higher content -- either harder bosses in the current tier, or the first bosses in the next tier.
With ICC, the same as SWP, there is no "next tier" to gear for before at least a partial gear reset.
