I haven't read the FAQ, but I think I get to pick what every character looks like after they go through the race change process!
Edit: Apparently I'm wrong. The player gets to customize the look of his or her character as well as choose a new name (optional) when purchasing a race change. Oh the fun I would've had. :(

Yes, gender change is included.

That generally is the main reason people go for recustomization (If you're not changing that the only things you can actually change that you can't change inside the game are name face and skintone. (And Taurens can do skin tone). I would imagine the main incentive in the reCustomization package would be included.

I think only Tauren Druids can change skin tone.

I'm pretty sure it's all Tauren, not just Tauren Druids. Although the feature was added specifically so Tauren Druids didn't have to pay actual money to change the skin of their Feral forms.
