It's a little known fact that the plague had NOT arrived at Stratholme yet when Arthas culled it. The people of the town thought it would be HILARIOUS if the mayor dressed up as a dreadlord and the rest of the population as zombies and they pretended to attack the young prince.
Sadly, the results of this clever prank were far more catastrophic than expected.

What you're describing is actually the Wicker Man Festival, which occurs DURING Hallow's End. It's a sort of mini-holiday for the Forsaken.

There's a MASSIVE PUMPKIN sitting on the bridge into Stratholme. I'm pretty sure the decoration was intentional.

The Bronze Dragonflight thought it would be cool for us to continue celebrating Hallow's End while dealing with the past. So, because a bunch of random pumpkins and decorations were determined to not disrupt the flow of time, they got together and set up decorations around Stratholme.

In Arthas: ROTLK Arthas and Jaina attend hallows ends events as children together.
The reasoning for Hallows End in the book was to celebrate the forsaken breaking away.
At least that's what I remember and I'm 99% sure about that. So ya Arthas as a kid was celebrating a holiday because of the people that broke away from his control.

Sometimes mistakes are admitted by BlizBlues, which lend to their overall credibility. Ie. the inexplicable oceanic section in the IF-SW tram was a result of the original plan for city layout that changed by the time of ultimate implementation, but the Tram scenery was not changed to reflect the ultimate relative positioning of the cities -> hence, the tram's ocean view persists (an explanation previously provided by BlizBlue).
But here we have obfuscation rather than acknowledgement or even a contrived/convoluted attempt at justification.
Thankfully this inconsistency doesn't affect gameplay in any significant manner.
