Unless sometimes the Culling of Stratholme occured in October, and other times it didn't, makes no sense for the pumpkins to be there, because that timeline is static, and not moving forward. They don't relive the events everyday, it's a different time period all together.

But see, that is where it doesn't make sense. There was no Forsaken at that time. And yet the description of the holiday is for celebrating the Forsaken's separation from Arthas's control.

Thank you WoW team! This new direction of a more casual friendly instancing and gaming has surely brought back the smile I enjoyed when I first started playing this game before any raids came out. T

Plus it uses a generic human inn, and when they set up the holiday, they just hit the "Decorate all human inns like this" button and it just gets caught in the crossfire.

Not just the inn, the outside of the city and the inside as well. Pumpkins and bats all over the place.

It's because there isn't much in the way of original artwork in the CoS. All of those set pieces can be seen in Stormwind, and during a certain time of year those set pieces are shown with Hallows End decorations whether they're in Stormwind or Stratholme of the past. It's probably just a minor oversight by the devs, and not intentional.
