What level character are you on when you go to the Wickerman area?

My answer, is that it probably has something to do with the fact that the Wickerman doesn't start until...8 or 9 server time. Only other thing I can say is, are you standing next to the giant Wickerman to the left as you exit Undercity? If not, wrong Wickerman buddo.

The most likely solution is that you have done up thought the wrathgate questline, but haven't completed the Battle for the Undercity quest, reclaiming the undercity for the horde.
But this is almost certainly a troll post.

Did you start the quest where the king of stormwind sends you to orgrimar to talk to thrall? If you didn't finish that line of quests undercity may still be phased for you.

Can you access the rest of the Undercity? If you can't, chances are you need to finish the Battle for the Undercity quest

You can get the quests and see the area of the festival at any point in time.

I knew someone who did this and he was still phased and couldn't see 'regular' stuff there (including my lowbie toon he was gonna run through SM).
Yeah... Not raiding. No really, look at my gear and you'll see I'm not raiding, so just don't start with me - when I'm raiding again you'll see improvements in gear/gems/enchants. Until then-stfu.
