I am dreading this achievement. Plays way too much on RNG and isnt fairly guaranteed at all. I have over 10k achievement points (yea blah blah nerd but as a reference to my experience with achievements) and I just dont see how this is possible at all.
Solutions
1- Make it like "Argent Confessor" where you only need a certain number to complete the achieve such as 8/20 masks or something.
2- Add something to the effect of having masks lootable from players bodies in Battlegrounds/Wintergrasp (Like the old Severed Night Elf Heads, Orc Teeth, WG flavor items etc)
3- Since we are already running around the world why not just have the faction leaders (Thrall, Tyrande, Cairne, Wrynn etc) give you masks of that race. You can talk to them to get an option for a mask or give them something in return for masks.

I think this achievement - like a couple of others - illustrates that there isn't anybody working on the achievement team with a solid grasp of statistics.
To get all 20 masks you will need on average to find about 72 masks total - including on average 20 to find the last one. People who think they are close should realise that 17/20 is the halfway point, it takes about 36 masks to get to 17 and then a further 36 to finish out.
Masks are a 20% drop from the Treat Bag. I don't have data on how often you get Treat Bags from the hourly action but I don't believe it's over 50%.
So you are looking at at least 720 Trick or Treats to get this done with average luck. Even playing a fairly unhealthy 12 hours a day for the duration of the event you will only see 170ish ToT attempts. So it is upwards of 4 years to finally get this.

Not sure what reply that would be... but I'm kind of into super hard achievements that are near impossible... (I wish they would add acheivements in cataclysm 4.0 that are so hard they won't be completed until at least say 4.3... or perhaps one in icecrown citadel).

Anyway, this should be a FoS as it's far too unlikely to be achieved to be a normal achievement. I'm assuming you only want achievement points anyway.
I'd accept a FoS if they added a reward like an improved orb of deception, where it lets you choose any race/sex to transform into ;)

This is definitely true.
As for the achievement in question, that one guy who has all but 3 of the achievements managed to get this last year. Either he was lucky as hell (this one requires more luck than dedication or skill, which he obviously has) or the devs snuk him the last few he needed so their ignorance in including a timed achievement relying on a terribly flawed random number generator wasn't highlighted by his inability to get it. I asume it was the former.

And who would THAT be? I just checked on the armory of all the highest achievers for top 10 alliance, top 10 horde, top 10 US, top 10 EU. No one has it.

except you're drawing from an infinite population because you can continue to get the same masks. there will be people who will never miss trick or treats for years and still never get it.
