On my server (Korgath) the achievement no longer includes Northrend. It only lists Kalimdor, Eastern Kingdoms, and Outland. I got the achievement and then went and looted all of the buckets in Northrend.

This can be easily avoided by requiring all 5 party members receive the the daily quest before starting the fight. Then the party leader should be responsible for checking the quest log to see a [4] next to the quest name like this:
[4] Call the Headless Horseman (Daily)
There will also be a tooltip that will have the names of nearby party members on the quest, so you can make sure before you start the event that everyone has the daily quest. Note that all party members on the quest should be within /inspect range or so in order for the quest log to list them.
Just remember, if you aren't sure of their intentions, or don't feel trusting of the people you grouped with, then politely leave group before anyone has taken their turn. This prevents you from looking like a ninja, and allows you to save your run for a group that with which you would feel more comfortable.

It was setup this way from the start, the issue was that if you chose to do the Northrend ones first it could cause a problem in the areas that are part of the achievements.

We have recently applied a hotfix that should no longer cause certain Candy Buckets to affect a character's ability to complete the Trick or Treats of Eastern Kingdoms, Kalimdor and Outlands for Hallow's End. Characters are now free to get candy from any location they have not yet gathered from and can complete the achievements.

I'm still having a problem with this. I didn't get credit for hitting the bucket in the Scyer inn, and I can't get the buckets at either Area 52 or Stormspire. I was trying this afternoon, which is theoretically post-hotfix.

I am having issues with this... I opened the bucket in Dalaran a couple days ago without knowing about this issue got a duplicate item found for the inn at brill just now. I'm guessing the hot fix only resolved clicks on Northrend Buckets after the hotfix. Should I ticket the GMs now.

Headless Horseman in towns are bugged some servers are saying he a no show all day I sit in Brill for 3 hr and Razor Hill 2 + hr still no HH showing to burn town : /

It won't let me do the Candy Bucket quest in Telredor in Z'marsh. Saying duplicate, but I've done no Northrend Candy Buckets.
EDIT: The one odd thing I have done is I am still neutral with both Aldor and Scryer, so I got the Aldor Candy Bucket in Shattrath but the Scryer Candy Bucket in Shadowmoon Valley. Don't know if that's it.
SECOND EDIT: Never mind. Logged out then back in and it let me do it.

Go to the Matron and get the quest, that triggers HH (abandon if you already have the quest). If that doesn't work, that's a problem.
