Nice idea, but doubt ti would work.

Add-on just gets updated with:

If ITEM NUMBER = <that shirt item id> THEN IGNORE IT.

... bypassed.

I know they can't do it, but I'd lol if people got DCed everytime they tried to check someones gear score.

They could also say screw it at ban all who use the mods.

Not even. They just need to skip the shirt slot when enumerating the gear. I'm pretty sure most already do this (and tabards) anyway.

That's exactly what I wrote. If the item ID being enumerated is that of the shirt, ignore it.

Should they ban people who look at the armory / achievements to decide whether to bring people or not too?

That would require them to add the I-levels and then average them out. To much work for most people.

Sorry, people aren't as dense as you.

I can look at achievements, see that you have next to no raid content then, see that you're gemming strength on a hunter or whatever, and declare you unfit for my pugs without ever looking at your gearscore or ilvls.

I think the point is that you take the effort to inspect people rather than mouse over them and glance at a color-coded number.
