Anyways you can bump this all day and it wont matter. It's not a terrible idea but its not that good of one either. You can already get 2 useful pvp trinkets and fill in every other item slot.
Thats more than enough already, I don't see how reseting skills would be good for pvp anyways. They arent about to rebalance the game for something so unneeded.

Resetting skill cooldowns is what the original ZG trinkets did. They nerfed them not because they were overpowered, but they did not want level 60 trinkets to be required at level 70. Thus scaling them down as we leveled up.
So create the same problem again?
Sorry but its really not that great of an idea. You get more than enough from pvp already.

Are there any plans to update trinket itemization in season 3?
There are a few new pvp oriented trinkets for 2.3.
All versions of the trinket have a click effect to gain 1750 max health (kind of like the old lifegiving gem effect), along with a passive effect (your choice of 47 spell damage, 40 spell crit rating, 80 attack power, 40 melee crit rating, or 88 healing).

Nope, we did the clicky max health instead of resilience in this case (some players are at or nearing the resilience cap already).
