T10 4p for holy is alright. Because CoH is a smart heal, casting it earlier and more frequently still has a decent amount of efficacy.
A penance proc off FH is a very bad idea.
1) A DPS proc is always advantageous because more damage is always the goal. HPS proc is terrible. I could spam PoH and rock the HPS meters, but no one would consider that is a win. A 1:6 chance to queue up a penance. What are the chances that at the time of that proc, someone will need a 14k heal? Such a proc would only lead to more penance overhealing.
2) It is 1:6-7 FH. Disc spends more time PWS spamming than FH spamming.

Tier bonuses are bonuses. Not requirements or fundamental talents of a spec. Arguing that "I cannot heal properly because the bonus is bad" is not the correct argument. It's a bonus. If you can heal fine without it, then you can heal fine with it.
I am not saying the tier bonus is good/valuable. But your argument as to why it is bad is invalid.
