Well, it was always an incredibly annoying skill for players that couldn't instantly shift out of it, or dispel it from themselves. For those classes (or pvp comps without a dispel, but good luck if you are in that category) Chains of Ice pretty desperately needed something to keep it from being used repeatedly.
That said, as a priest, I pretty much laugh at most DKs that try to kill me (yeah, a few really well geared ones still hit me really hard). Between psychic scream, dispel, abolish disease, and power word shield, I can keep a DK from doing serious damage to me with very little assistance.
If that change stays in, I really feel bad for any DK that needs to fight a priest, or anyone else that can somewhat CC or heal while able to break 3 chains every 15 seconds.
Sometimes, I miss my hunter; not often.

Still, if they're going to implement diminishing returns, it should be made into a Physical effect so it can't be dispelled.
If it stayed at 90% for the entire duration you would have a point.
What is the point of the ability now? A dispellable snare that slowly weakens over it's duration anyway? How are DKs suppose to stay on a target because Death Grip with this change will be worthless.
If your CoI is on DR your Death Grip is worthless until CoI is not on DR again because our closer is Death Grip + Chains Of Ice not just DG.
They really don't want this class to have any representation at all it seems.
