CoI DR is ridiculous. It's a ranged magical snare, just like Frost Shock. Just like Frost Shock, it can be dispelled however unlike Frost Shock it does not deal a decent amount of direct damage to the target.
Once upon a time Frost Shock was given a DR. It was removed. Know why? It was decided that a DR on a snare was stupid and pretty much ruined the purpose of the snare.
Despite learning this however Blizzard decided to nerf another ranged magical snare. Curse of Exhaustion (which was better at the time). They gave it a DR as well. Thankfully yet again they saw the error in their ways and reverted the change.
So now here we are with Chains of Ice. Yet another ranged magical snare lined up to receive a DR. We can only hope Blizzard will remember how much fail the idea of a DR on a ranged snare is.

I promised myself I'd never use this thing again, but when I heard about the incoming chains of ice nerf, after ALL the nerfs this class has been hit in the face with, I decided to bring this old chestnut one last time.

maybe coi was finally put on dr cuz maybe just maybe blizz got fed up on having to balance the other 9 classes to have an ability to counter one spell.

I'm curious to know why the DR is being added to CoI. I'm not going to argue for whether this is a needed or unneeded change; however, I would like to know if we'll see some adjustments made to some PvE encounters (Heroic Faction Champions comes to mind) where CoI has been useful.

read the OP's post and I have one thing to say.
The fact that a ranged root/snare was your main way to generate runic power easily shows how overpowered that single ability is.
That is the equivalent of warriors getting range for using hamstring, but from 30 yards.
crippling poison adding combo points to the target, frost shock returning mana, etc...
I'm sorry you feel you should have 100% melee uptime on a target, and that DG + CoI is ineffective to keep that uptime going, but there are 9 other classes and potentially some developers who disagree with you. Also leading your post with links to representation is a one way train to fail street, while being horrendous evidence for your plight.

This is a PTR bug. Snares do not typically have diminishing returns.
