In the upcoming patch 3.2.2 we plan to make Crusader Orbs purchasable for 15 Emblems of Triumph. They will be on the Emblem of Triumph quartermasters in Dalaran.

People will have plenty of extra badges once 10 and 25 man regular is fully open.
Lets be honest here, the fights really are not that hard, and will probably be fully pug-able in a few weeks, once a good portion of the raiding player base has had experience with them.
Murlocs are more evil than the old gods, more destructive than the burning legion, more numerous than the scourge...

I can only guess dev intent, but if those orbs were on vendors, or anything else good and BoE were on vendors, it would've encouraged a mad dash of badge farming on alts in order to stockpile the BoEs for mains. That would just be annoying.

Those "13K orbs" are used to fund raiding costs for guilds and not usually to line the pockets of individual players. It's incredibly expensive to pay repairs for 25-30 raiders that many times over any given night/week. Add in that many guilds also use this money to provide food and flask buffs as well.
Many guilds list prices for many items that players can CoD to a designated alt so they can provide flasks/food to their raiders more easily (and bypass AH markups). That is funded in large part by the sale of orbs and other rare items that they have access to.
You're a lot of DPS, you know that? You wanna' earn 14 achievement points the hard way?

If you're repairing after ToC, you're doin' it wrong.
Make your raiders pay for their repairs anyway unless it's some seriously hard progression fight.
