This is purely speaking of DPS, ignore the healing reduction of MS. Overpower gets 20% bonus weapon damage while MS gets 10% bonus damage and the baseline damage increase, so why does Mortal Strike cost 30 rage while overpower costs 5? Overpower can still be used once every 6 seconds at least, only one second longer than MS. I'm not an expert on warriors, but doesn't it seem like mortal strike should be a lot stronger?

The 30 rage MS is a legacy, it has pretty much always been 30 rage even when MS was like 220% weapon damage.

Ancient mechanics and outdated rationalizations for balance have helped make the warrior class the mess that it is today.

Overpower originally cost 5 rage because it could only used while blocked, parried, or dodged. Mortal strike costs 30 rage because it does damage and reduces healing by 50% and is an instant attack. Blizzard's reasoning for leaving MS damage the way it is, is because it gives a 50% healing reduction. MS gains 10% from talents and 10% from glyph.

how about my revenge costing 2 rage and having a 50% chance to stun for 3s.. all the while critting for 1500 with my shoddy gear/wep.

oh, but i guess it only becomes available....... once every gcd : \

prot warriors are BEAST for leveling.

There is a bit more to this than immediately meets the eye. First off, Overpower is a triggered ability, you do not have this ability ready for use at all times. This goes along way towards keeping the rage cost of this ability on the lower end. Mortal Strike, on the other, has a damage component as well as a percentage addition acquired through talents and glyphs. Of course, there is also the very powerful healing reduction component that increases the value of this ability. Due to the factors involved with Mortal Strike, its cost isn't disproportioned when compared to other Warrior attacks and abilities.
