I have tried to get Glory of the Hero done for the last three months or longer. I am at the point where I only need Ruby Void.
It requires way too much coordination and perfection from each of the five players. It doesn't matter if you have the best gear. It doesn't matter if you are level 100 by the time you get back to it. It is all about usling the three abilities of the Amber drakes.
And not so much the three abilities, but the Time Stop ability. If the whelps spawn, game over.
I please request a revision of Ruby Void.
It is a nightmare to find people for it. When you find it, one or two people go offline on first attempt. I spent a few hours there a couple days ago. I had to replace players twice, and finally two players decided to leave after two repairs. It coested me approximately 150g repairs.
What could sound like a good trade off is if the Time Stop ability is reduced to 45 seconds.
Otherwise, lower the damage dealt by the whelps. Even if I heal as a Paladin, I get one shot with all the whelps that aggro to heals. Not exactly sure what's the difference from when I did Emerald Void -- half of it I recall healing as a paladin and we finished it. Now it seems I can't even survive the whelps.
I have raided Ulduar plenty of times. Over 100 Emblems of Conquest. I shouldn't be having so much trouble getting Ruby Void done. But it doesn't matter what level I am or how good the gear is.
The problem is coordination, but I would have to blame the 1 minute cooldown on Time Stops too. Please consider lowering it down for the sake of PUG players. I never get guildies to help. At most I get one volunteer. People hates going there.

This isn't an easy one when you first tackle it, but when you finally do it, you'll be wondering why you didn't get it before.
You need to find people you either know or are willing to spend a ton of time. Until next patch, you can just take off all your gear on the final fight so you don't lose durability... at that point, all you're losing is time.

I kept the gear, hoping I could accomplish what I did with Emerald Void -- where I healed half the encounter and we got the achievement. I think I figured out why I survived long enough in Emerald Void.
The Ruby drakes were ricocheting the whelps, getting aggro off me long enough. In Ruby Void, nothing is hitting the whelps, so they go auto-aggro mode on me.

Kiting him around with the Ember drakes doesn't work anymore, right?
Hmm. I guess the best suggestion I can give you is that you just need to look for a group solely on the basis of needing that achievement. There are other people that want it and will put in the time, you just need to find them.
And in 3.2 this will be made significantly easier, so think of that as a "re-tuning" of the instance, I guess.

Did this one quite awhile ago, it's definately doable (only took a handful of tries). But yeah, 3.2 is nerfing the instance so it should be easier then.

You said this yourself. The problem isn't the boss scaling. Its your own party and their collective efforts. Find other people who want to get the achievement done and work together. It is -not- difficult.
The achievement doesn't need to be nerfed simply because you haven't been able to earn it yet.

3.2 will make the drakes scale with ilevel which would help a lot, I should think.
Hope 3.2 helps a lot, but the shock lance/rift is not the issue. It is the Time Stop having a 1 minute cooldown. And the fact that whelps spawn and do too much damage.
