Just to clarify, the change to resilience affects ALL player damage. This includes both normal hits and crits. We wanted to keep the proportion of damage coming from hits and crits the same and just reduce damage across the board. Crit damage is lowered twice, but will still contribute the same proportion of damage as it does today.

Dots do receive a slight relative buff since they are no longer taxed more than other forms of damage.

One thing we all need to keep in mind is that it looks like they are no longer going to try and balance around 2v2 which means healers will be better but you will usually have 2 dps to try and kill one.

Dots are not buffed by being left exactly the same.

How would this effect tanking, if tanks start picking up 1000+ resilience sets (that also tend to have high stamina values) to reduce damage by a flat % instead of counting on dodge/parry for damage reduction? Could make soaking a lot easier.

Resilience lowering damage is only player damage.

Double dipping and being taxed at a higher rate are not one in the same.
