Sorry to be a %%!# here, but aren't the values manually typed in? A "bug" implies some sort of script, or process running to determine the values and that just seems kind of silly to me.
Unless of course you employ an item designer named "Bug" who's responsible for all the weird wonky items we've seen. Then it makes perfect sense!

The 1 and 2 keys are right next to each other. It's perfectly reasonable to assume someone just made a typo entering the AP value.
It's a user error, one that wouldn't be flagged by any sort of debugging tools.

I believe they use formulas derived from ilvl to determine how much of each stat they can put on an item. In this case, such an error would only be flagged if the value was too high, like 412 instead of 112.

If they had a tool to feed back the ilevel to the user in real-time as the stats are being typed into the item, shouldn't this tool also raise a red flag if the user presses DONE but the stats are 19 ilevels lower than the intended 232?
