I think your on the right track here. I have posted a similar idea many times.
Blizz isnt going to give us a ground mount but a trinket that increases speed would also do the trick.
BoA gear was made to help us level faster so anything that would help leveling speed is a good idea.
Things that make leveling slow.
1. having to eat/drink
2. dying
3. Not knowing fight paths
4. having to run/slower mount
5. non-rested XP
6. Crummy bag space
7. difficulty finding groups
So, if we get tools to ease the burden on those factors we increase leveling speed.

One thing I can tell you is that chest piece heirlooms will be available in the next content patch. They will provide a 10% experience bonus that stacks with the shoulder bonus.
