I believe he means the spirit portion should count to pact, but pact shouldn't (and doens't) stack with imp spi/ft/ToW

Wow, I was actually just ready to give up with this thread. Thanks so much for confirming it's a bug. You didnt provide when we might see a fix for it- honestly I dont mind though. Confirming that it is in fact a bug was my intention of this thread.

Demonic Pact has never stacked with other spell power buffs. The "best" buff over-writes the other.
For Example: Ele shaman puts down ToW for 3% crit and 280 SP. Demonic Pact Lock with 2900 SP after Fel Armor has proc and gives a raid wide 290 SP buff to raid over-writing the ToW SP buff *but* the 3% crit from ToW remains. If Lock has Spirit Buff from other Raid member it does improve his spirit but the spell power gained does not stack to improve his DP buff, it just improves his Life Tap and personal SP power.
The intent iseems to be to let Locks go to higher damage specs when appropriate Hybrids and their buffs are present (Dk/Shammy/Moonkin).
Rather than being a utility component to the Raid we are pure Pew Pew and that is fine by me.

I'm still confused. GC, can you clarify what you were referring to when you said, "the spirit benefit"? It could be referring to either Fel Armor's Spirit -> Damage conversion, or to Improved Divine Spirit.
I think you're referring to Divine Spirit, and just reaffirming what you've said before - that you realize it's weak compared to the other spells in its line, but that doesn't make sense in the context of acknowledging the bug addressed here (that Fel Armor's spirit -> damage conversion doesn't increase the spellpower boost of Demonic Pact).
If you were referring to Fel Armor's spirit -> damage conversion when you spoke of "the spirit benefit," in what way is this self only permanent buff similar to raidwide spellpower buffs?
Since he did confirm this was a bug I'm going to assume that what he meant is this:
ToW/Imp. DS/DP are all designed to not stack with one another. The Spirit -> Spell Power portion of Fel Armor is essentially the same thing as Improved DS so the game mechanics are causing DP and Fel Armor to not function correctly together.
