Ok I have read a few posts on lottery and I would like to implement this into our guild, but I have a question.
How do the "tickets" work and how do you come up with the numbers for the lottery?

i refuse to answer that on the grounds that it may incriminate me

I just started my guild lottery recently and I used an addon to get it going. The numbers are given when the tickets are purchased and the guild master clicks a button which chooses a random number. At first I was a little leary cause I was not sure if I would be the number chosen since I also bought tickets, but everything turned out great. I started with a 65/35 split of the pot between the winner and the guild bank but I have noticed that most do 50/50 with no ticket limitations.

Hope this helps you get started. I am personally enjoying the system and try to give all my guild members a fair shot at winning by keeping the ticket price low.

Here's some food for thought. Way back in 2005, Blizzard made a decision to ban gambling in WoW, specifically targetting players running "Casinos". I remember reading a thread on the old Customer Service forum asking if lotteries were also banned, and the official response from a Blue was a definite 'yes'. They went on to say that players would be allowed to run lotteries if the lottery tickets had no purchase price (ie. free - so essentially you would have a jackpot given away at no cost to the participants) as this would technically not be gambling.
I'm not sure if they have changed their stance since then (though I would guess not), but if you run a lottery you should make participants aware that they may be at risk of violating Blizzard's gambling policy.

I'm running the guild lottery add-on & the guild I'm in really loves it! Gives them something to look forward too on Sunday nites @8pm server time when the the drawing is held.

Your explanation here probably makes sense to everyone but it still leaves me a little confused. Maybe if I explain my situation could you clarify it for me?

We have a jackpot of 100g for the lottery. Each ticket it 1g per ticket. Buy as many as you want. But the lottery isn't held unless we make up the 100g for the jackpot. So say for example in 1 week for the 100g lottery we only collect 59g. The lottery would be postponed till we hit the 100g mark. If I'm understanding you correctly, this is the "wrong" way to do it?

It would be cool to get a BLUE to clarify this for me (and others) if possible. I don't want to get me or anyone else in my guild in trouble for doing this so I think for the best interest till I get this clarified I will postpone the lottery.

BLUE...any input?? I checked the Terms of Use but found nothing on gambling/lotteries. Not to say there isn't anything in there, but I couldn't find it.

I found the original post on Blue Tracker:

http://blue.cardplace.com/cache/wow-customer-service/96516.htm

Note that this specifically refers to in-guild lotteries and the response from Blizzard poster Caerrus was as follows :

Subject: Re: Guild Lottery = Policy Violation?
The spamming was a big part of the problem, no doubt; but casinos also made it very easy for players to scam money from one another. Gambling, as a result, is not permitted under any circumstances, because there is no built-in functionality to prevent abuse/scamming from taking place. Any players found to be participating in a gambling event will receive the appropriate penalty for their actions. If you would like to see gambling in World of Warcraft, I would recommend that you visit the Suggestions Forum and voice your support for the implementation of an in-game feature that would allow players to gamble, and enforce the bets/payouts. Good luck.

While I agree that the risk of suspension is probably minimal as Blizzard does tend to leave in-guild activities alone, should one of your losing participants decide to make a complaint they certainly have grounds for action.

This is fascinating, since Blizzard has anointed four guilds to be members of its Guild Relations program. One of these (Sleeper Cartel) is well-known for having a weekly guild lottery, and has posted about it often. I think it's entirely likely that at least Eyonix (who is in charge of the GRP) knows that SC does this, and he obviously doesn't think that doing so should bar them from being one of the four guilds (our of all the guilds in the world) held up as exemplars of "WoW Guilds".

The difference between theory and practice is that in theory, there is no difference between theory and practice, but in practice, there is.

I've tried looking for more current information pertaining to in-game lotteries, however official responses from Blues seem to be few and far between.

I did find another lottery post, this time answered by Blizzard poster Coreiel:

12. Re: Raffles and the ToS
Here's the official word on ingame gambling:
Conducting or facilitating ingame gambling of any kind is an actionable offense. Don't do it.

Granted this post is also quite old (2 years) but as salty as it may be, this appears to be consistent with the previous Blue post on lotteries.

To further confuse things, WoW-Europe has specific mention of casinos and their definition of what constitutes a casino (their definition could be construed to also encompass lotteries):

http://www.wow-europe.com/en/policy/scam.html

Q u o t e:
-Running a casino (invite others to bet a pre-determined amount of gold, use the "/random" command, and if the "roll" is within certain parameters, lose their money or gain winnings)

Interestingly, the US Blizzard scam policy is identical with the exception of the casino clause which is omitted.
Is this an oversight by Blizzard US or are European players bound by slightly different rules? Given the Blue responses thus far, I would guess Blizzard US have merely neglected to update their policy page.

Now there is a current active thread in the Customer Service forums regarding casinos here:

http://forums.worldofwarcraft.com/thread.html?topicId=14697490171

Lotteries are not addressed specifically, however there is a Blizzard poster (Syndri) actively responding there, so it may be a good opportunity for anyone who wishes to clarify the current status on in-guild lotteries.

As stated in a previous post, I don't know if Blizz has changed their stance on lotteries or what their current policy is but it is something to consider for guilds running these events.

I spoke with GM a few months ago as we wanted to do a guild lottery also. The GM informed me that it is a definate no. I completely disagree with it but it is what it is unfortunatly. And as the guild leader I'm not willing to take the account ban or whatever it would be no matter how fun it is.

I have spoken with a GM in game in the past 24 hours who told me that while he had to do some research, he found no reason to think that a lottery where you bet and roll and win or lose is against the TOS. As long as the lottery player doesn't spam their announcement more than once every 30 seconds, that's not harassment. So, given that this was just the other day, I'm going to go with his ingame response to my question.

I also spoke to a GM and was giving the green light as long as it was limited to the guild.

Another thing you can do is have members send a letter in to you with the fee and a number. When the due date comes, get two or more witnesses in a party, keep on rolling until you hit a number someone had sent in.

But that's what us addon-less peeps do ^^

this is what i do with my guild....members sent 2g per number to me or a lottery alt and on saturday nights i roll 1-100 for a number and if anybody hits that number they get 100% of pot and if noone hit it then the second chance price for comming within 3 of the number get 80% pot and 20% goes to guild bank my guild bank does buy on number for 10g (to start the pot off at 10 gold) and if it wins the pot goes in bank. if no-one comes within 3 of the rolled number then the pot rolles over to next week. this week out rolled over pot was 170g and with a buyin of 2 gold it makes people want do it lol.. this is a good way to get members invalved and get your guild bank some money :)

the addon avalible from curse is ok but its a bit different, members send you gold and you enter their name and it give them a number and it rolls for you in guild chat.. note i dont use this cause its more fun to win cause of a number you picked instead or one thats picked for you...
would you rather enter a raffle or the lotto??

good luck and dont get discouragded if people dont play its there losses

So...the entire /roll system and Need vs. Greed for instance loot is against Blizzard's very own ToS?
I mean, people stand to gain based on the result of a random number. If it doesn't matter whether the people have an actual stake involved or not, then this is in-game gambling as well.
