Could we get some quick numbers on how this talent works now? I assume that it has been made slightly more effective for two handers, and less effective for dual wielding, but it would be nice to know how it will be functioning.

It's probably just a proc/minute effect now, like Druid's Omen of Clarity. Exactly how many procs/minute you'll get, I don't know.

I like the idea of adding the Annihilation effect to baseline Oblit. That would help my DPS, too, since I could just go 51/0/20 and skip that nonsense in the Frost tree. :)

It is on a proc per minute system, 1/2/3/4/5 at 5 ranks. It procs based on autoattack hits.
It will still benefit DW, but not nearly as much. The DW build was just outperforming 2H DKs (and the rest of the world).

I just tested it for a few minutes on the PTR and, totally non-scientifically, it feels like it's proccing a decent amount more for 2H than it does on live. It definitely doesn't have an internal CD, I was getting back-to-back procs.

Marginally related question: do PPM abilities still use the weapon swing after being modified by haste? And is there any chance of that changing if so?

They fixed Seal of Command to calculate PPM off the base speed before haste, so they probably did the same for this.

anyone on the PTR able to tell if these DW nerfs leave the spec still viable?
Also, I fail to see why the devs decided to kill off fast/fast... I just really don't understand why they dislike the idea that a class can compete with two fast weapons...

Hopefully. I'd like nothing better than 2H being made dominant for DKs and all the dual wield kids going back to their fury warriors/enh shams/rogues. This game doesn't need yet another class that's forced to dual wield to reach its potential.
