You need to get your goblin rep back by turning in cloth to them. Then you may level cooking and next time the event comes around you can get the title.

There's also 2 repeatable quests on the coast of Feralas, as well as the Free Knot! quest in Dire Maul North, all of which reward goblin rep and do NOT decrease your Bloodsail rep. So if you're a pirate for life, but need those little perks from the goblins, there are alternate ways to get there. Free Knot is probably your best bet, 350 rep a pop and it's not too hard to get to him. Plus, you make a bit of coin from killing the ogres, rather than spending money on cloth and the various additional quest items.
As stated above tho, you're SOL for this year, but you've got plenty of time to restore your rep. Remember, you only need neutral to do the cooking quest, and once it's done, you can slaughter the goblins all over again for kicks =)

There was no way around this during this past Winter Veil. We may have a workaround available in 11.5 months, but there are no guarantees.

There is a "workaround" available now (which even allows one to be in the good graces of the pirates and goblins concurrently). Is that not sufficient?
So umm... The Workaround is spending 1400g on mageweave, runecloth, and silk and 2 full days farming more mageweave and runecloth in ST and Undead Strat. (Baron Mount chance too). Yea I did it and ended up getting Merrymaker before time ran out. So it's definitely possible, just expensive.
You can also grind rep by killing Venture Company employees in the Grizzly Hills of Northrend, now. I believe they award 5 rep each. That would take a while, but at least the option is there if you're broke.
You thought that the Bloodsail Admiral title was more important than the cooking skill. Therefore, you get the Bloodsail Admiral title. However, since you chose that, you now have to work to get your cooking skill up. But hey, that was completely your choice to do so.
Anyways, if you were dedicated enough to go and kill countless goblins, you should be able to get your goblin rep back up through the cloth turn in and killing of pirates, etc.
