Does Blizz take into consideration levels 1-79 at all when planning changes to the game?

The only changes I'd like to see for old content would be the loot tables. It'd be nice if loot was redesigned across the board, but at the very least, do something about it's current design for Azeroth.

Mail of the bear sells for way too much, but doesn't drop often enough on toons you're leveling. Same with leather of the monkey as well as cloth of the owl/eagle. It would be especially helpful if loot was determined at death instead of at spawn. That way every (or 50% - 70% of the) time only useful loot drops. If there are no leather classes in your 10-man, no leather drops. If you are soloing as a warrior, only of the bear/strength/tiger/stamina/power mail (plate at 40) or weapons drop.

I was going to do some pseudo-code showing how easy the change would be, but then I realized that Blizzard would probably have to rewrite the loot table system entirely. Big task, but useful as hell for everyone leveling. Nothing I hate more than going to the AH for my level 30 toon and walking away empty handed because it's not worth 150g to upgrade 5 or 6 pieces, especially since 2.3.

They don't. It might be in the back of their head somewhere, but it's pretty clear that the most important parts of the game are at max level, and while I'm sure they'd like to avoid unnecessary problems caused from 1-79, it all takes a back seat to problems at 80.

We do take them into consideration. For example, we do put some thought into the structure of the talent trees based on when classes get new abilities. Part of the whole design of hierloom items was to give players who have reached max level a reason to go try another (for some of us, yet another) class.

We don't spend much effort balancing PvP or PvE for levels below the max level, since nearly all player balance concerns are about max level.

Further to the OP's question, how much attention is paid to balancing the classes at the level cap in blue gear vs. at the level cap in endgame raid gear?

Please create entire heirloom sets where each piece increases the amount of experience you gain from killing monsters increase by 500% this way players level at a enjoyable pace while still being forced to visit each area of the game for 10-15 minutes make it a 5 piece set so instead of gaining 1k experience per kill a person could gain 25,000 per kill

Of course each piece of this set would need to cost 40 tokens and then break at lvl 79 so people would be required to grind out that last level

only then will the majority of players level a second,third and even forth toon unless blizzard makes their current class suck so bad at everything that the player has no choice.

And then wow suddenly class balance is not so important because you have

3 million deathknights
3 million paladins
2 million Rogues
2 million Mages
1.5 million people who were willing to sacrifice their fun to roll healers classes to benefit their guilds.

Ladery 73 Death knight <-main character
Skrump 80 warrior <-retired until class overhaul
Silentrage 70 Druid
EliteRage 63 Rogue <-backup in case Blizz realizes Dk's are OP

I'd really like to see bliz breath some new life into level 1-70 content. There are instances that get hardly no game play when leveling from 1-60 now. I'm working on leveling a priest right now, and it'd be cool if instances like DM, Scholo, and Strat could be considered an option again when leveling. Pre-BC, UD strat was one of my favorite instances and I love the theme. I wish I could get a properly leveled 5 man group to go in there while leveling. The only time I've run it in a long time is via solo'ing it on my lock.

Also I'd be cool if more old raid content was brought back. It's nice to see it done to Naxx, but there were still some bosses I'd like to see (other than just doing achievements)

I will only comment on paladins, because it's what I know best. Ret paladins, moreso than any other class I've played, do not feel like ret paladins until they get to level 50 and get crusader strike. Up until this point they do garbage for damage, even moreso since they have 0 spellpower and all their damage is based (in part) on spellpower, and it's incredibly boring to play.

I know Blizzard doesn't want to move Sheath of Light up the tree, but until ret paladins get that talent they do as much damage as holy, which is to say, very little. Same thing with prot and Touched by the Light. Until a paladin gets those talents they do garbage damage. Since holy never gets an equivalent talent (that gives them attack power), they always do garbage damage.

I've leveled 2 paladins. After the changes to spellpower and attack power I REALLY don't want to ever try it again, because until I get to level 53 (when I can get crusader strike and sheath of light) I will be dealing 0 damage to mobs, and that is not something I want to do.

There needs to be a BoA item for enhance shamans that is a 2H weapon and can be split into 2 1Hers at level 40.

If it's not in the achievement tab it doesn't exist.

Well elemental is finally viable for lvling early because of the added water shield at lower lvls.

I'm really not at all impressed with Heirloom items. They can't be enchanted and the benefits they provide to low level characters is quite limited. Not to mention actually collecting them is quite slow because they're not available on both emblem vendors. It would be nice if I could trade 1 valor for 10 heroism or something :/
