it is likely a stored data issue, while WoW is not running, rename your Cache and WTF folders to old_Cache and old_WTF (leave the Interface folder untouched at the moment) and let WoW rebuild the data files and see if it fixes

Having the same problem, will try renaming the folders now. Editing in a moment...

I just found out about it a few minutes ago. Fire up WoW and click on the draenei on the side. It's fifteen bucks.
You basically remake your character's looks. Same species, but you can change your gender and name and stuff.

Renamed my cache and WTF folders. That reset everything as it should but the button is still missing.
I even made and deleted a new character to see if it "refreshed" my list :(
I'll try my interface folder next.
