We will be opening a brand new PvE realm, Grizzly Hills, in the morning (pacific time) of November 13 to coincide with the launch of Wrath of the Lich King! As a fresh realm it will not be open to character transfers for 3 months and in-game events like the opening of Ahn’Qiraj will be waiting for players to be completed. This realm will be part of the Retaliation battlegroup and set to the eastern timezone.

Q u o t e: I mean usually server transfer are not allowed for 6 months when a new realm opens
With the improvements to Azeroth and Outland leveling, it won't take as long for natives to get leveled up and into Raid content so the 6 month restriction would be a bit overkill.
