The main cause of this was identified and was addressed in the 3.1.0 patch. It seems that there are a lot of other performance drops being posted but it isn't from what this thread is about. This thread will be locked. Please create a new one if you need assistance.
I had this same exact problem a couple months ago. I think when 2.3.2 patch hit.
I found out what was causing it. My CPU fan was throttling down when the temp was below its set theshold. when it got hot again it took a second or two to speed back up. during these 1-2 seconds, my FPS would drop to half it's normal values.
I went into the BIOS and set the max fan temp threshold 10 degrees lower. Fixed my problem on the spot. Something happened in the 2.3.2 patch that made my CPU run hotter than normal. That's all I could think of.
I was having this issue after I had reformatted, and then I remembered to reinstall Vista SP1, which fixed it (regular windows update didn't offer any solutions). Just throwing that out there in case anyone else doesn't have it installed or forgot to reinstall it after a reformat.

I have seen this for a while, and up until recently (finally got my desktop up to school) it caused problems for my laptop.
Using Proc. Explorer, you can see that the spiking svchost.exe root cause is wuaulct.exe, which is windows update. Do not kill the svchost.exe, kill the wuaulct.exe if you want to continue playing, then later do windows update.
CPU usage when wuaulct.exe is running can spike up to 99%, and it will use ~70 - 100MB.
You claim the universe has always been there. I claim God has always been there and created the universe. Both seem logically impossible. Yet I am the fool in your eyes for believing in God.
I just tested running wow without the windows update program running and the same spike/stutters were there. Like i said in a different thread, it is probably not related to a windows update because people encounter this problem with xp and vistas using different service pack.
