Post is self explanatory. Bscially, Rivendare is going to be in Naxx, but also strath from what I hear (think kael in H MGT and TK). The question is, does the horse stay in the same place or not?

Yup not expecting the droprate to change, but coming back to get it at 80 will go a lot better than it is now (takes 30 mins for me to clear; abom event takes the most time).

Yes, it will still be in Strat after 3.0 goes live. It dropped for some guy on the PTR so it's likely still in the game when 3.0 goes live.
I heard a good description the other day: Tanks are the only Class/Spec that makes you fight NPCs and members of your group at the same time.

Currently we plan to keep the Deathcharger's Reigns as a drop in Stratholme.

Think of WoW as something of a moving timeline as you level, rather than static for all characters at once. It breaks sometimes, such as having Draenei around at the same time as a level 10 Human when they shouldn't be around til closer to level 55-60~ish, and that you can go back and kill Van Cleef several times no matter what your level is, but you forgive those because there's no way around that.
In that regard, Baron Rivendare is in Stratholme when you're around level 60, which is about the time that the Death Knight starter quests have an invasion of Light's Hope Chapel... so the way I put it in my mind, when you take Rivendare's head and deliver it to LHC, it's recovered during the Scourge attack and reattached to his body, and he's super pissed and becomes a raid boss in Naxx.
That's how I justify it, and it works just fine for me.
This is why Phasing sounds like such a cool idea. The world changing around you as you quest and level.
Obviously they can't do it for instances because that would change the mechanics of people coming back to do an instance a second time, but at least we'll have a little more change in the actual world instead of everything staying the same even after you supposedly "fix" whatever problems the questgivers have
