I really thought anyone who said Outlands was stupid. Now, so many people say it that I'm starting to wonder if I'm missing something. Every NPC says Outland... so where did Outlands come from? Help me please... I'm so confused...

It's Outland but since most people think of the zones as states or minor countries or whatnot in their mind, they call it Outlands. But Outland is still the correct term.

People just tend to pluralize it because there are different areas that comprise Outland, but it is a singular term to describe the whole region formerly known as Draenor.

However, if you attempt to walk through the Dark Portal when you're under 58, you recieve an error message to the effect of "You must be at least level 58 to go to Outlands." It didn't even tell me I needed to buy BC.
