I was hoping to open this thread to see that the reason that Children's Week was cancelled was because Blizz found out that the orphans are the gold spammers. :)

What purpose does announcing them serve?
For example...
1) Used as a deterrent?
Yet there seems to be a marked increase in illicit activities. Such as gold spamming and hacked accounts. So it's not putting the fear of God into the player base as intended.
2) Blizz is doing something?
Yet again the increase illicit activities is again on the increase. So it does no negate the problem still exists even when the announcement is made.
3) Blizz is tough on crime?
Yet again...for all the bravado, the problem of illicit activity still exists. Blizz may in fact be tough on infractions...but it hasn't stopped them from occurring. (I won't get into that some of those accounts where likely legit to begin with....which I have noted from the complaints about this in the Customer Service forums.)
Perhaps more time spent on developing techniques and novel solutions in deterring and discouraging elicit activity instead energy wasting use of propaganda (which is not working) would be more effective.
